Universal Postal Service and the Postal Monopoly

The US Postal Regulatory Commission (PRC) transmitted its report on Universal Postal Service and the Postal Monopoly to the President and Congress on 19 December 2008.

The PRC’s report was informed by an extensive study prepared by a group of consultants led George Mason University (GMU). WIK-Consult contributed to this study.

The PRC further published – as appendices – the extensive GMU study.

WIK-Consult has contributed two elements to the GMU study:

  • A comparative analysis of international policies on universal service and liberalization (Appendix E: Universal Service and Postal Monopoly in Other Countries)
  • A summary of international experience with methodologies for calculating the costs of universal service obligations (Appendix F.1: Efforts to Calculate the Cost of the USO and the Value of the Postal Monopoly in the U.S. and Abroad)
