Cost model for mobile networks

The German Regulatory Authority Bundesnetzagentur has asked WIK-Consult to develop a cost model for mobile networks. It is a bottom-up model with which it will be possible to determine the cost of terminating calls on a mobile network. On the basis of the recommendation of the European Commission regarding the determination of termination charges, the model will implement a new cost standard (pure LRIC) besides the one of LRIC+ which also covers a share of common cost.

The main features of the model were presented to the interested public during an information event in the Bundenetzagentur on 4 November 2011. The reference document describing the modelling approach as well as the slides used during the information event are available for download from the webpage of the Bundesnetzagentur.
