European Conference of Postal and Telecommunications Administrations

The European Committee for Postal Regulation (CERP) met on 29-30 August in Budapest to prepare the next Congress of the Universal Postal Union (UPU). In CERP, representatives of European postal ministries are organized. At the meeting in Budapest, participants discussed proposals to reform the UPU. WIK presented recommendations from a study on the economic effects of the terminal dues system on Germany. Currently, Asian online seller offer free delivery to German customers due to the low terminal dues for letters and packets from China as well as other Asian countries. On the one hand, consumers benefit from this. On the other hand, these positive effects are outweighed by losses for postal operators, in particular Deutsche Post, as well as retail traders and State budget.

The study is available for download.
