The future of market regulation

Nationwide fiber networks in Germany are necessary for the transformation into the Gigabit society. Adequate frame conditions have to be implemented that support and accelerate the fiber rollout.

The study aims to analyze which frame conditions promote competitive investments in ultra-fast broadband networks as well as ensure and enlarge the level of service variety. Die SMP concepts has proved one’s worth in the past. New approaches including wholesale only networks, co-investment models, commercial agreements as well as access to ducts and inhouse wiring, are in principle adequate concepts to foster the fiber rollout. However, clear guidelines and criteria have to be implemented in order to effectively install these concepts. In respect to concepts proposed by the European Commission the national regulatory agencies have to account for the specific German market conditions when implementing them.
