The performance of fixed and mobile networks and the state of digitisation in Germany are subject to many discussions. The Federal Ministry for Economic Affairs and Energy (BMWi) commissioned WIK to analyze Germany's position in this area on a factual and to derive policy recommendations, for example with regard to the upcoming implementation of the European Electronic Communications Code.
The study shows that Germany ranks in the middle of our sample for many indicators. We observe a backlog in the availability and use of high-performance network infrastructures. Starting points for accelerating the expansion of these network include simplifying the use of cost-effective roll-out methods, faster approval procedures and the nationwide use of a uniform wholesale interface as a prerequisite and enabler for cooperation on the fixed broadband market. In addition, we recommend a closer monitoring, more transparency on the status of network expansions and an institutional bundling of powers and responsibilities on the subject of digitisation.
