Set up in 1982 as the think tank of the Ministry of Post and Telecommunications, WIK (Wissenschaftliches Institut für Infrastruktur und Kommunikationsdienste GmbH, formerly the Wissenschaftliches Institut für Kommunikationsdienste GmbH) has become Germany’s leading research institute for communications services.

Our scientific work focuses on regulatory and policy issues in the field of telecommunications, post, smart energy as well as digitisation, internet and online platforms.

In order to fulfill its public mandate WIK as a non-profit organization draws up a scientific research program funded by grants. In addition WIK carries out contract research which provides the opportunity to further gain new scientific knowledge.

Since the mid-1990s, WIK has increasingly opened up to international institutions (e.g. European Commission, foreign regulatory authorities), associations and private clients. These activities have been carried out by WIK-Consult since 2000.

WIK is owned by the Federal Republic of Germany represented by the Federal Ministry for Economic Affairs and Climate Action. Representatives from science, business and federal authorities actively support the work of WIK on the Supervisory Board and the Advisory Boards with their know-how.

WIK-Consult

The 100% subsidiary WIK-Consult GmbH focuses on contract-based consulting services and studies for public and private institutions. This way we take into account the needs of market participants for recommendations based on solid, scientific analysis.

WIK-Consult Brussels Office

WIK has been involved in research supporting EU policy development from the earliest days of telecoms and postal liberalisation. Major clients include the European Commission, European Parliament and industry associations as well as private operators. We have advised on subjects ranging from broadband state aid policy, market analysis in the telecoms sector and mobile roaming through to the effectiveness of European postal and media legislation. WIK also holds at least one major event in Brussels every year, which aims to bring together policy-makers, industry representatives and academics to debate topical policy questions.

Our Brussels Office, opened in 2012, serves as a contact point and centre of regulatory policy expertise for our engagement with the European Institutions and operators with activities across the EU. The Brussels office also supports WIK’s activities in the UK.
