Dr Cara Schwarz-Schilling is Director and General Manager of WIK GmbH and General Manager of WIK-Consult GmbH since January 2020, supported by Alex Dieke as Chief Financial Officer since January 2025. Before joining WIK again she has worked for the Federal Network Agency for over 20 years, most recently as Chairwoman of the Ruling Chamber for the National Dispute Settlement Body of the DigiNetzGesetz.
As an expert, she was involved in the analysis and regulation of various network sectors, with a focus on broadband expansion and the Internet (market analyses, migration to IP networks, expansion of high-speed networks, analytical cost models, broadband measurement by the Federal Network Agency and net neutrality), also in a leading position in national and international committees of regulatory authorities (BEREC). She has shaped the international debate on digitalization. Her current work at WIK most recently included the expansion of fiber optic networks, universal service, in-building infrastructure, open access, copper/glass migration in Germany and the EU - also as a member of the Federal Network Agency's Gigabitforum.
Dr Schwarz-Schilling is a member of the Specialist Group for Regulatory Issues (WAR) and the Gigabitforum of the Federal Network Agency as well as the board of the Münchner Kreis.
Dr Schwarz-Schilling studied economics at the University of Bonn (Diploma), at the University of Chicago, the London School of Economics (Master of Science in Mathematical Economics and Econometrics) and at the University of Munich (Master of Science in Mathematical Economics and Econometrics).
