Cost-Effectiveness Analysis of organisational models of metering activities in Swiss distribution grids

The Swiss Federal Office of Energy (SFOE) commissioned WIK to prepare a study on the reorganisation of metering activities in Switzerland. It serves as a basis for SFOE’s recommendations concerning the market liberalisation of metering activities.

The Swiss Federal Office of Energy (SFOE) has commissioned WIK to prepare a study on the reorganisation of metering activities in Switzerland that are currently in the hand of distribution system operators. The DSOs are responsible for both meter reading and meter operation.

WIK has analysed if metering activities or parts of them should be liberalised for power consumers or producers or certain consumer and producer groups. For this purpose WIK conducted a nationwide survey with all relevant stakeholders and carried out qualitative and quantitative analyses. In the outcome the study recommends to open metering activities for bigger consumers and producers. The study serves as a basis for the SFOE’s recommendation concerning the market liberalisation.
