Mastering municipal challenges digitally (2022)

Representative municipal study commissioned by the Federal Ministry for Economic Affairs and Climate Protection

The Stadt.Land.Digital initiative regularly examines the development and implementation of digitization strategies in German municipalities in representative surveys. The now four-part time series with stu-dies from the years 2015, 2017, 2019 and 2022 names current digitization trends and analyzes the long-term developments of the municipalities in the digital transformation. WIK-Consult operates the office of Stadt.Land.Digital on behalf of the German Federal Ministry for Economic Affairs and Climate Action.

This fourth municipal study continues a series of surveys of municipalities since 2015 on their digitization strategies.

With the municipal study from 2022 Stadt.Land.Digital proves that the digitization trend in German cities, municipalities and regions is unbroken. The proportion of municipalities that have a digitization strategy has increased by eight percentage points since 2019; since 2016 even by sixteen percentage points. Inter-municipal exchange is seen as a particularly important means of supporting digital transformation. Many municipalities also want checklists, guidelines and conceptual strategy advice.

The focus in 2022 will be on the digitalisation of administration driven by the Online Access Act and the expansion of broadband and WiFi networks. Within the digital strategies of the municipalities, climate protection and climate adaptation measures are playing an increasingly important role: climate protection is already part of the digitization strategy in more than half of all municipalities.
