Domestic Issues in Frequency Regulations in Europe

Summary
Frequency management and regulation has been a neglected topic in most of the telecommunications policy debate over the last two decades. Currently, frequency policy is in the center of telecommunications reform. Frequency management still in most countries is the last bastion of a centrally planned telecommunications system. Major countries, however, are currently discussing to introduce and/or to strengthen market-based systems in frequency management. The U.S., Germany and the United Kingdom, Australia and New Zealand are in the forefront of this development. At the same time, Europe is strengthening its position by increasing internal coordination and harmonization.
