Cluster Regulation

In our cluster Regulation – subdivided into the departments Regulation and Competition, Networks and Costs, Postal Services and Logistics– WIK studies the developments in the communications, postal services and logistics markets.

We study the political and economic framework, analyse the market and develop models, thus providing reliable bases for decisions to government authorities, ministries, organisations and businesses. We provide answers to the questions of how competition can be encouraged in the infrastructure areas of the economy, how financing of investment can be achieved and how innovations can be promoted. 

Today, communications markets are undergoing a radical change. Some current challenges include the following: mobile and fixed networks are converging; mobile internet is demanding a huge amount of spectrum; the need for investment in fixed as well as in mobile markets is urgent; national broadband strategies are promoting investment in high bandwidth; technologies as vectoring, UMTS and LTE are enforced; and e-commerce challenges classical postal services and logistics. Furthermore, telecommunications, media and the internet are converging. The timely and non-discriminatory allocation of spectrum is of utmost importance in relation to the rapidly growing use of wireless technologies. Merger cases and globalised markets add further questions. Digitisation, intelligent networks and the Internet of Things challenge regulation, also regulation of other markets. As regards energy markets, some current developments include the following questions: Which developments in Smart Energy are relevant and how can they contribute to the "Energiewende"? How can regulation of communications markets contribute to a successful transition of energy markets? How can synergies between communications and energy markets be deployed?  

This is where WIK’s work starts in this field: to provide relevant analysis and solutions to regulatory and competitive issues for regulators and stakeholders.
