Development of parcel delivery cost in Deutsche Post AG

Study by WIK-Consult analyses cost recovery for Deutsche Post’s business parcels. The study concludes that internal transfer prices for business parcels were substantially below costs before 2015.

Between 2006 and 2014, Deutsche Post (DP) had not raised the transfer prices charged to DP’s subsidiary selling business parcels. For years prior to 2006, there transfer prices had been reviewed by the European Commission following a decision under competition law in 2001. 

In a study commissioned by Hermes Germany, WIK-Consult has estimated the development of the cost of parcel operations in Germany for years 2006 to 2014. The study concludes that average costs have increased by an average of 1.2 per cent p.a. since 2006, or by 10 per cent in total. By consequence, the cost of parcel operations from 2006 to 2014 have exceeded revenue from transfer prices by an accumulated total of € 850m to € 1.05bn (without accounting for interest).
