The public discussion highlights the necessity and relevance of reforms of the dual media system. The Media Group RTL Deutschland GmbH and ProSiebenSat.1 Media SE have therefore commissioned WIK-Consult to investigate how the existing system can be designed sustainably against the changing framework conditions.
In principle, the aim is to ensure that the dual media system has a chance of further development. However, it is important to re-define the mandate of public broadcasting. The public value has to be clearly defined and financing through broadcasting contributions should only take place for public value content. Public funds should be used transparently and efficiently and scopes for cost savings and efficiency improvements should be identified.
