Copper ULL pricing in front of decreasing demand and Migration to NGA

WIK-study about appropriate Copper ULL pricing in France: Price increases are not adequate for fostering broadband roll-out. The study analyses and assesses different alternative options.

The study on behalf of the French alternative fixed network operators Iliad and Bouygues Telecom analyses the consequences of an Copper ULL price increase as actually debated in France with regard to the intended success of fostering the broadband access network roll-out in France. It concludes that it might have negative impacts on the development of the French telecommunication market.

Alternatively the National Regulatory Authority in France has several different options of price setting, starting with keeping today’s approach and reaching towards the full implementation of the EC recommendation on Non-Discrimination and Costing of 11.9.2013. Any of the options proposed would be better from WIK’s point of view than keeping today’s approach or even increasing the copper prices. WIK prefers an FTTH MEA approach, which might be regionally differentiated and adapted to the situation given in France. The study results base on an in depth economic analysis and are supported by some case studies of European countries.
