ARCEP publishes WIK-Consult study on benefits of universal postal service
In autumn 2009, WIK-Consult has prepared a study for French regulator ARCEP on the intangible benefits of universal service.
The study analyses and classifies different benefits of universal service in the postal sector, and proposes methodologies for quantifying intangible benefits of universal service. The Postal Directive requires that benefits must be taken into account for any calculations of the net cost of universal service. Such net cost calculations are necessary to justify any possible compensation payments for universal service providers.
