Study on behalf of the Dutch Ministry of Economic Affairs, Agriculture and Innovation

In summer 2011, WIK-Consult has prepared a study on the future developments in the Dutch postal market on behalf of the Dutch Ministry of Economic Affairs, Agriculture and Innovation.

The Dutch postal market is characterized by substantially declining mail volume. In order to fuel the parliamentary debate on the future shape of the postal universal service in the Netherlands, the Ministry commissioned WIK-Consult to describe the Dutch postal market, to identify major drivers and to forecast the development of mail volume for 2015 and 2020.

Based on extensive desk research and interviews with Dutch postal operators, mailers and associations, WIK-Consult collected estimations on relevant influence factors for the different market segments (i. a. private and business correspondence, direct mail and publications). WIK-Consult developed a model to forecast the mail volume per segment by taken the developments of prices, competition, electronic substitution and macro-economic factors into account.
