The development of supply in the German mobile market from 2017 to 2023

WIK analyses offers on the German mobile communications market for the second time since 2020

The study analyses the price development for different user groups (low, medium and high users) and for one gigabyte of data in different price segments in the period 2017-2023. In addition to the general development of offers, the study focuses in particular on the tariff design and positioning of the different provider groups on the German mobile telecommunications market.

WIK has been collecting data on the tariff portfolios of numerous mobile phone providers and brands in Germany on a monthly basis since 2017. This data was analysed as part of this study from the WIK Research Programme 2024 in the form of a descriptive analysis.

Across all providers and provider groups, it can be observed that included data volumes have grown significantly over time.

We observe a low level of direct competition between the premium brands of MNOs and other market participants (i.e. branded resellers, MVNOs and secondary brands), as their offerings serve different customer segments with a different willingness to pay. 

Within the provider group of MNO premium brands, we observe different positionings, too. In contrast, there is intense competition between the various non-MNOs. With 1&1 and freenet (formerly Mobilcom-Debitel), there is an attempt to establish premium MVNO brands that also operate in a higher-priced segment.
