Summary

Our study is based on numerous interviews with experts as well as desk research. Our analysis shows that presently no regulatory measures have to be taken in order to enforce the migration from IPv4 to IPv6, the treatment of number resources as well as the right to edit SIM cards. Regulatory interventions as e.g. used in Asian countries are not considered a suitable political option. Instead, measures to adopt public procurement Directives in order to secure the provision of definitely IPv6 capable hardware should be taken into account and activities aiming at advanced training to inform actors about the sustainability of IPv6 for M2M as well as Smart Industry purposes.

The extension of the right to edit SIM cards is not regarded as a crucial factor for further market penetration. The market penetration of M2M and Smart Factory applications themselves were instead considered as key fields of action. Due to the interviews the following aspects are crucial for the development of future market processes:

Reference architectures, standardization, Test beds: The integration of industrial production by creating new value networks requires the industry wide implementation of standards, which are based on reference architectures and test beds.

IT-Security/ Security by Design: New security architectures and role concepts for secure and user friendly authentication have to be provided due to the exponential growth of access points and related possibilities for attacks.

Organization of work: The changing role of workers requires innovative socio-technical arrangements as well as new qualification concepts proved by reference architectures.

Value networks/ Business models: The key objective of all M2M- and Industry 4.0 applications is the creation and dissemination of new co-operative business models which should be supported by political measures such as future workshops.

Broadband infrastructure: Fail-proof and nationwide broadband networks are regarded as technical basis for any kind of M2M- and Industry 4.0 applications. The auction of frequencies from the so called Digital Dividend based on the 800/ 700 MHz spectrum is regarded to contribute to a comprehensive reduction of bottlenecks.

Legal framework: The development of the existing legal framework with regard to responsibility, Data Sharing, personal Data or trade barriers has to be further developed without creating new restrictions to any kind of innovation processes.

Efficient use of resources: All aspects of the sustainable use of resources are crucial for the dissemination of M2M and Smart Factory applications. In our interviews this aspect has been regarded as an important incentive for most actors to deal more intensively with M2M and Smart Factory.
