Citizen Apps

An increasing number of municipalities in Germany are using citizen apps at the interface between municipal administration and the population.

Citizen apps are software-based applications for mobile devices that allow communication, information and administrative processes to take place between citizens and the city administration. They increase the efficiency of communication with the population and are a promising opportunity to further advance the digitalisation process in municipalities.

This research brief provides an overview of the functionalities and benefits of citizen apps based on three best practice examples that are used frequently in their respective municipalities and have received good ratings in surveys conducted by the municipalities. In addition, the short study presents challenges and approaches to solutions for a successful design and implementation of citizen apps. Finally, qualitative efficiency gains for the municipalities are shown using three app functions as examples.
