In 2011 the European Commission started a review process regarding the Community Guidelines for the application of State aid rules in the context of broadband networks.

It is intended by the European Commission to revise these Guidelines in 2012. This revision should benefit from experiences based on the implementation of already notified measures for public funding of broadband networks, in particular NGA networks. More-over the revision should take into account relevant developments regarding technology, regulation and competition.

As part of this review process WIK-Consult has conducted a study on behalf of the European Commission. The study is based on empirical and analytical findings, and it makes recommendations for the amendment of the Guidelines. 

The presentation of this study was the main topic of a multilateral meeting with participants from the European Commission, the Member States and the Body of European Regulators for Electronic Communications (BEREC).
