What support for the U.S. Postal Service?

A study by the USPS Office of the Inspector General (OIG) looks at options for financing postal universal service. The research responds to the challenges of USPS' notoriously weak financial performance.

The Office of the Inspector General (OIG) has published a report on financing the postal universal service obligation (USO) in the USA. The OIG is part of the United States Postal Services. 

The OIG report suggests three options for funding the USO: 1) Greater pricing flexibility to increase the revenue from the mail monopoly. 2)Direct subsidies to compensate USPS for specific targeted services obligations. 3) USPS should be allowed to diversify.

The OIG report is based on a study prepared by WIK on European experience with funding universal service. This report is published as an appendix to the OIG's Report and is available for download.
