Future use of UHF band

Which users are likely to ensure efficient spectrum utilization in the future?

Before 2031, a decision will need to be made regarding the future use of frequencies in the UHF-band. Today, these frequencies are used, among other things, for the linear distribution of video content. An analysis of demand from public mobile network operators, public protection and disaster relief (PPDR), and public broadcasters reveals that allocating a portion of the frequencies to public mobile communication services would be economically advantageous.

For the three mobile network operators Telekom Deutschland, Telefónica Deutschland, and Vodafone this study analyses the potential future use of the UHF band (470–694 MHz) by civilian users, including broadcasters, public protection and disaster relief (PPDR), and public mobile network operators. The analysis is based on economic and technical criteria. 

If a portion of the spectrum is allocated to public mobile network operators, public broadcaster could achieve savings of up to 369 million euros over ten years, while mobile network operators could save 2.7 billion euros on necessary network expansion. If PPDR do not deploy and operate their own mobile network using a portion of the spectrum, but instead use public mobile networks, they could save approximately 7 billion euros over the same period.

The comparison of the potential uses of frequencies in the UHF band shows that allocating portions of these frequencies to public mobile services yields significant economic benefits.
