Measure for cost-reducing and efficiency-increasing civil works in context of FTTB/H roll out

WIK analyses the German civil works market and identifies the causes for capacity bottlenecks and delays. Thereof, WIK derives recommendations for the telco industry, the civil works sector and the government.

The German Broadband Association (BREKO) has commissioned WIK to conduct a study on the frame conditions of the civil engineering market in Germany. Major causes for the slowly progressing FTTB/H rollout in Germany are capacity bottlenecks and delays in the civil engineering sector. A WIK study analyses the underlying reasons for problems in the civil engineering market.

The study points out that a plurality of causes is responsible for the capacity bottlenecks in the civil engineering sector. The problems can only be solved if all actors (the telecommunications industry, the civil engineering sector and public authorities) cooperate to decrease the costs and increase the efficiency in the civil engineering sector. Beside the bottlenecks, a focus is placed on problems dealing with permission procedures in the municipalities. Based on this, solutions for telecommunications industry, the civil engineering sector and public authorities are recommended.
